The Sandwell Decent Homes Partnership

The aim of the partnership is to improve the living standards of tenants, and in doing so deliver wide scale regeneration across the borough of Sandwell.

Processes

In 1997 the Government introduced the ‘decent’ homes programme, which was tasked with bringing 2.1 million Local Authority homes up to a ‘decent’ standard.

Created in 2005 the Sandwell Decent Homes Partnership (SDHP) is a framework agreement between Sandwell Homes, Taylor Woodrow, Lovell Partnerships, Wates Living Space, Connaught Partnerships, Sandwell MBC Urban Design, Rider Levett Bucknall and Thomas Vale Construction. As a 5-7 year framework, they are on track to deliver the target of £425 million worth of improvements to 30,000 homes across the Sandwell borough – but this is just the beginning.

The core aim of the Partnership is to not only improve the living standards of the tenants of but to deliver widespread regeneration by creating employment and training opportunities for all members of the community. This activity has prompted further investment and made wider regeneration possible, as well as tackling health and social issues that are proven to be directly effected by sub-standard living accommodation.

Impact

  • Customer satisfaction levels have been raised from 64.6% to 93.1%
  • The Partnership employs over 1000 local workers, 150 apprentices and 98% of the supply chain is local to Sandwell
  • Created 19 lifetime homes
  • 97% of waste from projects is now recycled - diverting thousands of tones of waste from landfill
  • The use of collaborative procurement has saved over £600,000 for the local tax payer (2006-2007)
