Local councillors are at the frontline of British democracy. Over 20,000 people represent their local communities on councils across England and Wales and are collectively charged with the political leadership of many crucial public services.

This increasingly sophisticated and challenging role demands a wide range of skills. It also demands that councillors understand and closely reflect the communities they serve. Yet currently, the average councillor is white, male and middle-aged.
This pamphlet, produced jointly by the LGIU and Business in the Community (BITC), looks a one of the biggest barriers that prevents people from standing as councillors - how to balance the many time consuming demands of councillor life with an independent working life. It examines existing legislation governing the relationship between employers and employees, identifies a range of best practice and suggests a number of improvements that could be made to the current system.
