Tier 1 Asset Management: The IT recycling business giving prisoners training to reduce re-offending rates
It was in delivering a contract for the Ministry of Justice to refurbish thousands of IT assets that triggered Tier 1 Asset Management to set up its programme in a prison. Dealing with asset disposal on that scale required a new approach, so Tier 1 created a solution to meet operational needs – and deliver social value.
The result is Through the Gate, at the heart of which are IT recycling workshops established within HMP Forest Bank in Salford, run in partnership with Antz Network. Education and training in IT recycling are given to prisoners, with proceeds from the sale of the precious metals collected helping to fund the charity.
“We’ve always placed social value at the centre of our business model,” says Jonathan Rose, Tier 1’s Managing Director. “Our model means we can continue that journey with our participants to arm them with the skills and support they need to break the common cycle of reoffending.” In fact, since the programme was established, reoffending rates have been reduced to 23%, compared to a national average of 29%1.
It has improved the career prospects for 1,130 ex-offenders and increased recycling of end-of-life IT equipment. 
The business made an initial investment of £250,000 in developing the prison workshops, committing £48,000 a year to the prison and Antz to deliver the workshops. Another £18,000 a year is given to the charity to run Through the Gate in the wider community. Since 2013, the company has also provided 1,500 hours of in-kind support and mentoring.
But there have also been some clear business benefits, including a 35% increase in IT disposal contracts secured.
