About Mel Quinlan


Mel Quinlan is the Head of Compliance at the General Medical Council (GMC).

Mel joined the GMC in 2016, and is responsible for overseeing business continuity, health and safety, environmental management (net zero), and sustainability and social responsibility (SSR).

Mel is heavily involved in the GMC’s net zero journey, with the GMC having a target to reach net zero by 2040 with an aim of 2030 for Scope 1 and 2 emissions. In addition to this, Mel is progressing our Sustainability and Social Responsibility work to ensure that we are in line with over organisations

From 2012 to 2016 Mel was an emergency planning officer/business continuity manager, for the Association of Greater Manchester Authorities (AGMA).

Mel provided tactical support when responding to incidents, as well as manging the humanitarian response to Manchester Airport. During the Ebola crisis Mel provided training and exercising on Ebola across Greater Manchester and assisted with the creation of our Manchester city centre evacuation maps.

During this role Mel implemented business continuity across multiple councils, and for Guernsey government.

In 2011 Mel worked for Greater Manchester Police and was heavily involved in the implementation of the domestic abuse, stalking and honour-based violence (DASH) risk assessment. Tameside division piloted this assessment.

Mel is looking forward to joining Business in the Community’s Northwest Advisory Board, to learn from others and support local communities to improve on social mobility issues.  

Mel Quinlan has served on Business in the Community’s North West Leadership board since January 2026.
