Joint Statements of Demand


As a partner in the ProCirc Project (2018-2023), Business in the Community developed Joint Statements of Demand for circular procurement of office furniture and professional clothing. While we are not seeking additional organisations to become signatories to these Joint Statements of Demand (JSD), the principles contained within them may be used by organisations purchasing these products and seeking to incorporate circular principles into their procurement processes.

Overview of content of the Joint Statements of Demand 

In the final year of the ProCirc project, Business in the Community worked with its members and partners to create two Joint Statements of Demand focused on professional clothing and office furniture. These documents set out commitments that signatory organisations agreed to adopt, along with a series of circular procurement requirements they wanted suppliers to meet in the future. Together, they provide a practical framework for embedding circular economy principles into procurement decisions.

Circular procurement challenges

Knowledge barriers: Procurers are not experts in sustainability or circularity and often do not know what to ask for

How a JSD can help

Concrete: Work with other procurers and industry experts on a set of future-focused circular asked for a product category.

Market barriers: There are relatively few circular products available on the market.

Support innovation: Showing commitment to adopt circularity in future tenders provides the basis for suppliers to invest and innovate.

Influence barriers: Procurers are not experts in sustainability or circularity and often do not know what to ask for

Collective influence: Harnesses collective power to make change by committing to join like-minded buyers in adopting the JSD asks.

ProCirc’s approach to JSDs was influenced by the Joint Statement of Demand on Circular and Fair Smartphones, created under the Make ICT Fair project. ProCirc Partner City of Malmö was a Supporting Public Buyer.
